Under the direction of the District Manager, the Chief Technical Officer is responsible for the information technology and data systems that support the mission, objectives and goals of the District. This individual is responsible for the performance of the groups under their supervision, the promotion of group well-being, mentoring, and inter-department cooperation.
• Oversee and manage all IT/Data personnel, policies and practices.
• Provides mentoring and professional development of staff under their supervision.
• Develop and implement IT/Data policies and procedures to ensure a secure and stable computer environment.
• Responsible for planning and monitoring IT/Data resources, budgeting and training.
• Provide data analysis services to the management team and other departments.
• Manage the computer and data aspects of Asset Management and the supporting CMMS system.
• System Controls – SCADA
• Analyze data to evaluate effectiveness of controls, determine accuracy of reports and efficiency of operations.
• Design, coordinate, and plan installation of fiber, Cat-5 twisted pair, coax wiring of computer equipment and systems.
• Design, coordinate and plan installation of network communications and Modicon I/O, HVAC, Cyber Security, Network Architecture, and process control systems.
• Act as a resource for design of future expansion projects.
• Direct the completion of scheduled and unscheduled work.
• Assist other departments in monitoring process and management information reports and statistics.
• Analyze maintenance records to keep process information systems and procedures efficient.
• Organize PM schedules and updates of the group.
• Advise other Departments to select and install information control systems, new process equipment, to replace outdated or obsolete information systems.
• Recommend measures to improve production methods, equipment performance, and quality of process.
MINIMUM QUALIFICATIONS
1. Education and Experience
A. Graduation from college with a bachelor's degree in computer science or related field;
AND
B. Five (5) years of responsible experience in project management.
OR
C. An equivalent combination of education and experience.
2. Knowledge, Skills and Abilities
Considerable knowledge of Local, State and Federal regulations as applicable to safety; the use of a variety of types of technical systems, computerized maintenance management system, Microsoft Office, Excel and other related programs and software and their applications and project management.
Working knowledge of general office management practices and procedures; interpersonal communication skills.
Considerable skill in the art of diplomacy and cooperative problem solving.
Ability to prioritize work orders vs. day-to-day demands; read and interpret construction drawings and specifications; prepare and maintain accurate reports, draft new and update original drawings, develop and deliver presentations as requested; interact effectively with employees at all levels, plus contractors, vendors and general public; communicate effectively verbally and in writing; read and interpret engineering plans and specifications; visualize completed projects in planning stages and estimate the end results; estimate quantity of materials accurately; develop and maintain effective working relationships.
3. Special Qualifications
Must possess a valid Utah State Driver’s License.
Must have Microsoft Certified Systems Administrator (MCSA).
Must have GIS, A+ and Microsoft Certified Professional certifications or similar generally accepted credentials.
Must work as needed extended or modified shifts and respond to emergencies and other diverse operational demands.
