Responsible for all financial management, strategic business opportunity analyses and development, and related activities.
• Responsible for overall annual budget.
• Responsible to analyze, and in some cases, create business pro-forma statements and evaluate the validity of cost/revenue projections and outcomes of potential revenue-generating business scenarios.
• Monitors the budget and advises department managers throughout the year and reports monthly results and deviations to the District Manager and the Board of Trustees.
• Directs activities related to developing finance sources for the District capital projects, including procurement and coordination with investment banking and bond underwriting companies, the State Division of Water Quality revolving fund, etc. Optimizes timing and issuance of bonds and loans for capital project needs.
• Maintains MSRB/EMMA compliance.
• Works to assure maintenance of all financial records and the preparation of all necessary financial reports.
• Manages all accounting personnel and functions to ensure that they are completed according to Generally Accepted Accounting Principles (GAAP).
• Participates in and provides records for audit to government agencies, public auditors and member entities.
• Directs the development and implementation of internal standard operating practices and procedures for proper internal controls to ensure ethical policy and procedure, as well as accuracy and reliability of financial data.
• Manages issuance and evaluation protocols for Request for Proposals (RFPs) related to procurement of goods and services in accordance with the District Procurement Policy and Utah State procurement rules.
• Establishes and maintains effective working relationships with plant staff and member entities to ensure smooth, ongoing financial and administrative operations.
• Prepare and analyze governmental financial statements.
• Advises the District Manager and Board regarding financial matters. May conduct research and prepare reports.
MINIMUM QUALIFICATIONS
1. Education and Experience:
A. A Master’s degree in Business Administration, Finance, Accounting or related field.
AND
B. Ten (10) years of progressively responsible experience performing above or related work experience.
OR
C. An equivalent combination of education and experience.
2. Required Knowledge, Skills, and Abilities:
Thorough knowledge of the principles of organization and management, public administration, public and governmental accounting practices and internal controls, cash flow, purchasing, State and Federal compliance; including taxes, financial reporting and budgeting, Microsoft Office, Excel and other related programs and software and their applications.
Considerable skill in the art of diplomacy and cooperative problem solving.
Ability to develop effective working relationships with local, state, and federal agencies, officials and the public; ability to communicate effectively, verbally and in writing; ability to direct and evaluate the work of others; ability to evaluate and plan professional activities related to above and related duties; ability to utilize various evaluation methods to assure operations quality; ability to understand and interpret various test results; ability to interpret various numeric and narrative records as related to plant activities; ability to communicate effectively, verbally and in writing.
3. Special Qualifications:
CPA License or similar licensing
Must possess a valid Utah State driver’s license.
Must be bondable.
