General Purpose

The Water Manager will oversee the operation, maintenance, and administration of the municipality's primary and secondary water systems. The primary system ensures clean, potable water is supplied to residents, while the secondary system provides non-potable water for irrigation, landscaping, and other approved uses. The manager will perform a variety of managerial and administrative duties related to planning, organizing, and coordinating the day-to-day maintenance, system projects, repairs, and operations related to water storage and distribution. This position ensures total water quality according to federal, state, and local regulations and oversees the monitoring and reporting of the city's water supply status. The Water Manager will also participate in developing city water quality programs and ordinances.

Works under the general supervision of the Public Utilities Director/Manager.

Provides close to general supervision to the Water Supervisor and Resource Supervisor.

Essential Functions
  • Assists the department director in planning, developing, and implementing department-wide activities and operations; represents the department to various state and local agencies.
  • Plans, organizes, directs, and oversees the administration of the water systems division within the city, including all aspects of water distribution; monitors, reviews, and approves design and work of contractors; performs plan reviews; updates and maintains standards for all water systems projects; acts on requests for new service line connections, determining the most feasible methods and locations for installations.
  • Supervises assigned project personnel; implements operations policy and rules; informs personnel of new procedures and policy changes; administers in-service training and safety programs; conducts interviews, evaluates employee performance, and disciplines as necessary; organizes and conducts project meetings; prepares work assignments, orients crew leaders to project details; provides guidance regarding project specifications, deadlines, standards, and methods.
  • Maintains the SCADA system and ensures all recommended updates are completed; performs SCADA and electrical troubleshooting and repairs.
  • Develops and recommends the division budget; prepares projections of division needs related to personnel, equipment, and materials; predicts growth on existing systems; analyzes costs; formulates and implements maintenance plans and orderly development; prepares bid specifications for various projects, supplies, materials, and equipment; submits requisitions for the purchase of supplies and materials used in the installation and/or repair of the water systems; verifies all costs incurred by the division.
  • Establishes and maintains documentation, records, maps, and related detail for all underground systems; utilizes system maps and records during emergency operations; assures timely and consistent sampling; reviews water samples and sends reports to the State; ensures necessary changes are made to achieve desired results; manages ongoing maintenance operations on all new pumps, storage tanks, line extensions, and compiles reports and data on wells for monthly, quarterly, and annual reports; ensures reports are completed accurately and timely.
  • Supervises inspection of city waterworks, including the water supply, water mains, storage tanks, pumps, booster stations, and water meters; ensures proper equipment maintenance.
  • Establishes priorities to address emergencies and unanticipated needs; assigns manpower and material resources to various water-related projects; inspects work sites for unusual problems or nonconformity to project specifications; investigates and resolves complaints.
  • Completes various statistical reports on a scheduled basis for water production, work performed, and system monitoring; assists in routine checks of pumps, wells, and water lines; may participate in general projects; operates equipment in installing and maintaining lines, installs meters, maintains pumps, and automatic valves; oversees maintenance records of all lines and systems; ensures adequate water supply during peak usage.
  • Participates in daily work projects; directs or performs water sampling; prepares and submits required DEQ and EPA reports; assists with line repairs and line taps; monitors conditions; may respond to emergency calls 24/7, determining necessary personnel and materials needed to resolve issues.

Qualifications
  1. Education and Experience:
  • Graduation from high school or equivalent.
  • Advanced studies in Water Management, Hydrology, Environmental Science, Management, or related fields preferred.
  • 5+ years of progressively responsible experience, including 3+ years in a managerial capacity.
  • Strong understanding of water treatment processes, distribution systems, and regulatory compliance.
  • Experience managing secondary, non-potable water systems is a plus.
  • Proven leadership and staff management skills.
  • Ability to respond to emergency situations outside of regular hours as needed.
Knowledge, Skills, and Abilities
  • Considerable knowledge of water system infrastructure, supply and distribution principles, and construction requirements for water distribution and pumping systems.
  • Understanding of hazards and precautions associated with trench work and waterline construction, state or federal regulations governing installation and maintenance of water systems, water quality laws, and sampling methods.
  • Knowledge of budget preparation and fiscal management; interpersonal communication skills.
  • Excellent organizational and project management skills; ability to work collaboratively with other departments, public officials, and the community.
  • Strong problem-solving and decision-making abilities, interpersonal communication, and organizational communication skills.
  • Ability to analyze water systems, identify problems, and determine optimum solutions; make accurate decisions in emergencies; communicate effectively verbally and in writing; plan and organize work of subordinate personnel; evaluate employee performance; enforce related policies and procedures impartially; develop effective working relationships with elected officials, public and private managers, division heads, subordinates, government agencies, and the public.
Special Qualifications
  • Must possess or obtain a Level IV Water Distribution Certification and Backflow Administrator certification as required to meet established state regulations. City may allow up to 6 months to complete these certifications.
  • Must possess a valid driver's license/CDL. Preference will be given to individuals possessing advanced certifications that enhance the professionalism and qualifications of the division. City may allow up to 6 months to complete this requirement.
Work Environment
  • The Water Manager will split time between office duties and field inspections. The position may require occasional exposure to outside conditions and seasonal weather extremes. Tasks may involve physical activities related to walking, standing, stooping, sitting, reaching, and lifting. Occasional after-hours and weekend work may be required to address system emergencies or meet deadlines. The role requires effective communication, attention to detail, and problem-solving skills.
