General Description

Under general supervision from the Storm Water Supervisor, performs semi-skilled and skilled maintenance work and equipment operation and assists with the Storm Water Management Plan. Performs technical duties in overseeing and monitoring environmental and construction regulations to ensure public safety, health, and welfare in compliance with the Murray City Ordinance for the Smelter Site Overlay District (SSOD).

Requirements

Minimum Requirements:   

  • Graduation from high school or completion of GED or equivalent plus (3) three years of streets and drainage system construction, maintenance or repair experience, at least (2) two years of which must have been in a position equivalent to an Equipment Operator I or any equivalent combination of education and experience which produces the required knowledge, skills and abilities.

Special Requirements: 

  • Must be able to obtain a Utah Commercial Driver License.
  • Must be able to obtain Flag Person Certification within six (6) months of appointment.
  • Must obtain 1910.120 HASWOPER training (40 hours) within 120 days of appointment.
  • Must attend a Lead and Arsenic Hazards and Safety training within 30 days of appointment.
  • Must be able to obtain Registered Stormwater Inspector Certification within six (6) months of appointment.
  • Performs duties on trouble truck and must be generally available and respond to emergency "call outs" at any time of day, year-round, regardless of weather conditions.
Essential Duties
  • Conducts construction and site inspections for compliance with site SWPPP, UPDES permits, land disturbance permits and City Storm Water Management Ordinance.
  • Conducts post construction inspections and illicit discharge detection.
  • Assists with the DEQ and EPA audits.
  • Conducts daily inspection of construction and maintenance activities within the Murray City Smelter Site Overlay District.
  • Interfaces with state and federal regulatory agencies as well as developers, contractors, and consultants, as required.
  • Collects discharge samples from businesses, both commercial and industrial, to ensure compliance to Federal, State and City regulations.
  • Collects related data using GPS data collector; maps and diagrams storm water structure and line locations; collects impervious data for ERU utility billing; logs jobs completed and coordinates information with GIS division.
  • Coordinates compliance with public works construction and building inspectors.
  • Performs business license inspections based on Standard Industrial Classification.
  • Performs all functions of an Equipment Operator II when deemed necessary.
  • Removes snow; assists in flood control operations and storm drain maintenance; may lay asphalt and pour cement; cuts weeds.
  • Operates light, medium and heavy equipment; operates single axle dump trucks, ten wheel dump trucks, power brooms forklifts, jackhammers; operates semi-trailer and transport, front-end loader, backhoe and roller; road graders; operates sewer T.V. truck and sewer flushing equipment, etc.
  • Performs related duties as assigned.
